Special Education at the Bottom Line. A Cross-Cultural Study of Special Education Practice
Summary:
This is the fourth of six reports from the project that studies special education in Russia, New Zealand and the USA. It consists of two parts. Part one is a study of special
education in the USA based on written sources. The second part is an analysis in a series of interviews with teachers, parents and experts in the field. The study shows a strong push towards serving a diverse population of students with disabilities in inclusive settings.
In spite of this there seems to be a high degree of separation between special and regular education. Categorisation is prominent, and the interviews indicate that special education - especially writing individual program (IEP) - is strongly bureaucratised. Some states are applying inclusion oriented funding formulas. In spite of this there are indications that a great part of the funding is used to congregate students with disabilities in separate program and facilities.
