1. Introduction

1.2 Why General Academic Vocabulary?

Neste sentido propõe-se as seguintes recomendações:

- A preparação da sociedade civil a nível da sensibilização, formação e habilitação pessoal no que respeita à cidadania para permitir uma abertura por parte do Estado à implementação de outras funções e valências da segurança privada

conforme foi verificado noutros países. Um individuo antes de ser elemento representante de uma qualquer força de segurança (privada ou pública) deve ter características pessoais que o permitam entender o contexto da sua função, analisando a sua consciência situacional, bem como a sociedade deve estar preparada para aceitar o âmbito dessas funções e conviver em harmonia com elas;

- Celeridade na implementação de algumas normas internacionais. O enfoque da análise assenta nas limitações impostas não pela capacidade técnico-operacional dos prestadores deste tipo de serviço, mas sim pelas restrições impostas pela legislação em vigor e a sua adequação às necessidades demonstradas;

- Claramente uma maior e melhor cooperação entre forças de segurança pública e privada. Para tal é necessária uma divisão clara dos limites de intervenção de ambas as partes evitando a redundância, a sobreposição de funções e a ingerência;

- Ajuramentar os profissionais de segurança privada, obrigando assim os mesmos a um compromisso de honra que embora conceptual acaba por ser vinculativo e traz um sentido de responsabilidade moral acrescida e um maior afinco e consequente reconhecimento por parte de terceiros ao desempenho funções prestadas por eles.
