Newsletter on Norwegian R&D statistics MAIN RESULTS

Moderate increase in R&D efforts in 2012

Preliminary statistics for expenditure on research and experimental development (R&D) suggests these activities amounted to 48.1 billion NOK (equivalent to 6.4 billion EUR) in 2012, an increase of 2.7 billion NOK, or 5.7 per cent, compared to 2011. This corresponds to an increase of 1.8 per cent in fixed prices.

Among R&D performing sectors, the institute1 sector saw the largest real growth of 2.4 per cent, mainly due to the increased capital expenditure. In the industrial sector the increase was 2.1 per cent. The estimated R&D expenditure in the higher education sector shows a 0.9 per cent real increase compared to 2011 statistics. The growth rates presented here have been adjusted due to expanded data coverage on the health trusts in 2012. Non-adjusted growth percentages amount to 5.9 in current prices and 2.1 in fixed prices.

Intramural R&D expenditure in Norway as a percentage of GDP 1981-2012.

National R&D expenditure amounted to 1.65 per cent of gross domestic product (GDP) in 2012, the same as in 2011. Since 2009, this ratio has decreased.

In 2012 a total of 38 000 R&D person-years were performed in Norway, approximately 850 more than in 2011. More than 70 per cent of the increase took place in the industrial sector, which also accounted for the greater part of the increase in salary expenditure. In the other two sectors the person-years increase was considerably lower.

Sector of performance

Statistics for the higher education sector in 2012 are limited to estimates of the main figures for R&D expenditure and R&D person-years, as this sector is only surveyed every second year, with the next in 2013. The R&D statistics for 2013 will be published by the end of 2014.

The national R&D statistics for Norway are prepared and published annually on commission by The Research Council of Norway.

NIFU is responsible for the higher education sector and the institute sector, while Statistics Norway is responsible for the industrial sector.

NIFU is also responsible for compiling the sector data into the total R&D statistics for Norway and to report statistics to international organisations and agencies. The statistics are prepared on the basis of the OECD guidelines, as published in the Frascati manual.

The R&D statistics are reported to the OECD data bases for Science & Technology as well as to Eurostat.
