Legal authority: Laid down by the Ministry of Local Government and Modernisation on 2 May 2018 pursuant to the Act of 15 June 2001 no. 70 on the determination and change of municipal and county boundaries (the Local Government Boundaries Act) section 17, cf. the Delegation Decision of 27 October 2017 no. 1666.

Section 1. The scope of the regulations

The regulations apply to the election of representatives to the county council in 2019 in county authorities subject to the boundary changes that come into effect on 1 January 2020. The term boundary changes is a generic term for mergers, divisions and boundary adjustments, cf. section 3 of the Local Government Boundaries Act.

Section 2. Purpose

The purpose of the regulations is to facilitate so that the inhabitants of county authorities subject to boundary changes that take effect from 1 January 2020 shall be able to elect their county council representatives in 2019 as if the boundary changes have been implemented.

Section 3. The relationship with the Representation of the People Act and the associated regulations When conducting the county council elections in 2019, the Representation of the People Act and the associated regulations apply with the exceptions and clarifications that follow from these regulations. The provisions of the Representation of the People Act and the associated regulations relating to list proposals, the right to vote, eligibility, advance voting, voting and the right of appeal apply as if the boundary changes have been implemented.

Section 4. The county electoral committee in counties that shall merge

In connection with the implementation of the county council elections, the County Electoral Committee shall be appointed by the Joint Committee established pursuant to section 26 of the Local Government Boundaries Act. Section 4-3 of the Representation of the People Act does not apply.

Section 5. Entry into force

The regulations take effect immediately and expire on 31 December 2019.
