(CHINA REJECTS ECONOMIC HELP CONDITIONED TO THE EMISSION OF POLLUTANTS)
1. "China said in this Friday that will not accept any agreement which binds economic aid by the rich nations to the acceptance of greater supervision on the Chinese efforts for the control of emissions of greenhouse gases.”
China is without a doubt the main and almost only actor in this piece of news. It is seen as a polemic actor, as it can be noticed by the next modules.
2. Module of the existence of risk: “As declarações de Huang Huikang, representante especial da chancelaria chinesa para as negociações climáticas, expõem divergências entre o governo chinês e os de países ricos --especialmente os EUA--, que podem prejudicar a conferência climática da ONU em Cancún, no México, com início no dia 29.” ( The declarations of the special representative of the chancellery of China for the negotiations expose divergence between the Chinese government and those from the rich countries, especially the United States, which may harm the UN climate conference in Cancun, Mexico, beginning at 29th).
Here it is possible to see the image of the risk of jeopardising the negotiations which try to find a common agreement to reach a reduction of gases which have a possible relationship with the climatic changes, and which are verifiable by man – to see, for instance, whether they have an anthropocentric origin or not. 3. Risk-Cause module: “A China, maior emissor mundial de gases do efeito estufa, terá participação crucial nas discussões de Cancún, vistas como uma etapa preparatória para a adoção, no ano seguinte, de um novo tratado climático de cumprimento obrigatório”.China, the biggest in greenhouse effect gas emissions will have a crucial participation in the discussions in Cancun, seen as been a preparatory phase for the adoption, in the following year, of a new climate protocol with a mandatory execution. In this sentence it can be seen that this piece of news charges the gas emissions as the cause for the climatic changes, but this is also present in most of the news analyzed which say something about gas emissions - it is then clearly stated that the gas emissions with a greenhouse effect are associated to the climate change. There is a cause of the subject making the Earth and humans run the risk of climatic changes, this cause is the emissions of greenhouse gases.
Another example: “As emissões chinesas de gases do efeito estufa mais do que dobraram desde 2000, já superando as dos EUA. Em 2009, o país emitiu 7,5 bilhões de toneladas de dióxido de carbono pela queima de combustíveis fósseis, ou 24% do total mundial.” The Chinese gas emissions more than doubled since 2000, overcoming the USA’ s emissions. In 2009, the country emitted 7,5 CO2 billion-tons coming from fossil fuels, or 24% of the total world’s emission.
4. Module Risk-Responsibility: “A China promete reduzir a sua "intensidade de carbono" --a quantidade gerada por cada dólar produzido na economia-- em 40% a 45% até 2020, em relação aos níveis de 2005. Por causa do intenso crescimento econômico do país, no entanto, isso não resultaria em uma redução no total de emissões. Além disso, o país diz que essa meta não poderá ser transformada em uma regra obrigatória, para não tolher as escolhas econômicas do governo.” China promises to reduce its “carbon intensity” – the quantity generated for each dollar
produced in the economy – in 40or 45% until 2020, in relation to 2005 levels. Because of the intense growing of the country, although, it wouldn’t result in a reduction in the total emission rate. Besides that the country says that this rating couldn’t be transformed into a mandatory rule, so that it would not hinder the economical choices of the government . The country is therefore, taking responsibility for what it produces as gas emissions, which are, clearly here, seen as the factor which causes much of the climatic change of the planet. Whether this action is enough for making any difference in the global warming or not, it is here not the case of making a judgmental analysis but mainly perceiving the existence of this module – and it is, indeed, present in the article.
5. This is, together with the risk-responsibility model, very present in this article, but as a negative presence – as it is during the whole text stated that China refuses to agree with what the other countries elected as the best policy. But strangely enough the main module present is module 1 (module of the actors present), being the main actor – China – what is most emphasized, although the emphasis is that the country neglected its responsibility role – the absence of the presence of the country in the subject is the main point of the report.
20th November : “APESAR DE POLÍTICA AMBIENTAL AVANÇADA, HAMBURGO AINDA ENFRENTA DESAFIOS” (DESPITE THE ADVANCED ENVIRONMENTAL POLITICS, HAMBURG STILL FACES CHALLENGES).
1. Module of the actors present: Hamburg, elected the European capital of the environment in 2011. The government of Hamburg, which is the actor who sponsors the green public works.
2. Module of the existence of risk: the only sentence present about the existence of risk is not related to the climate change and it has relation to the fluvial system.
3. Risk-Cause module: “Sob o governo conservador, a cidade decidiu liberar 25 milhões de euros por ano para um programa de proteção climática que visa a reduzir as emissões de CO².” Under a conservative government, the city decided to give 25 million euros per year for a program of climatic protection which aims to reduce the CO2 emission. CO2 emission is, as in most of the news, cited as the cause of the climate change.
4. Module Risk-Responsibility: "Não só uma honra, mas uma grande
responsabilidade". Not only an honor,but a great responsibility.There is a sense of responsibility for the environment, to see the climate change not only as
something real, but as something against which people must adopt an attitude, which should cover not only the political decisions at the level of changes in industrial production, but also a change in the everyday life of citizens. The climate change at this article is seen as a part of a bigger environmental crisis, which can be solved just with the active participation of everyone.
5. Risk-Handling module: This article is basically about the adoption of measures to reduce the environmental risks. The whole city is transformed to be ecological, therefore to diminish the greenhouse effect and the climate change.
