- Dotar as Administrações Municipais com capacidade técnica e humana para avaliar as mudanças que têm ocorrido na mancha urbana dos municípios para melhor planificação e ordenamento do território sob sua jurisdição.

- Desenhar e/ou projetar o crescimento urbano dos municípios considerando as variáveis que podem estimular esse crescimento e as restrições de ordem física e legislativa de modo a promover uma expansão planificada, ordenada e equilibrada que proporcione o desenvolvimento sustentado dos municípios.
