GOAL
• Better Management of Natural Resources and the Environment through Appropriate Adaptation
and Mitigation Strategies and Participation in
Climate Change Initiatives
5
DEFORESTATION AND FOREST
DEGRADATION CONTRIBUTE 20% OF THE
TOTAL GHG EMISSIONS - BASIS FOR REDD
6
Problem Statement
Limited information on climate change impacts on ecosystem services under REDD initiatives
Inadequate human capacity and infrastructure to support implementation of REDD initiatives
Low awareness on climate change issues in terms of vulnerability and adaptation options
There is no focused and sustained long-term actions with cumulative impacts on climate change
Limited information on better management of forest and other land resources for REDD readiness
.
7
Justification
To:
• Support promotion of REDD initiatives aimed at increased C sequestration as a mitigation and adaptation mechanism to climate change
• Contribute to enhancement of a much greener environment as per REDD initiative and better agricultural practices for improved livelihoods .
• Build institutional capacities and knowledge on challenges and opportunities of climate change
8 8
OBJECTIVES – MAIN OBJECTIVE
To:
–
Develop and sustain adequacy in national
capacity to participate in climate change initiatives and address the effects and challenges of climate change with particular emphasis to the REDD
initiatives
9 9
SPECIFIC OBJECTIVES
1. To determine and develop appropriate climate change
mitigation and adaptation strategies in forestry, other land uses, ecosystems and biodiversity management
2. To assess climate change impacts and vulnerability on ecosystem services and livelihoods under REDD initiatives
3. To conduct policy and legal framework analysis of climate change adaptation and mitigation with emphasis on
economic efficiency, ecological effectiveness and wider political legitimacy
4. To develop and undertake capacity building,
dissemination and strategic interventions for adaptation and mitigation to climate change
10 10
RESEARCH FOCUS AREA 1
Development of appropriate climate change mitigation and
adaptation strategies in forestry, other land uses, ecosystems and biodiversity management (10 Issues)
Quantification of the potential for forestry-based carbon off-sets and carbon trading &
Development of forest carbon assessment and monitoring system
11
RESEARCH FOCUS AREA 1 continued
12
RESEARCH FOCUS AREA 1 continued
Emissions from other land uses are very important
13
RESEARCH FOCUS AREA 2
Assessment of climate change impacts and vulnerability on ecosystem services and livelihoods under REDD initiatives (6)
Assessment of vulnerability of biodiversity and forest-related livelihoods to climate change and adaptation options
Establishment of trends and
projections of ecosystem services associated with climate stressors
Model effects of alternative
management options on ecosystem services under changing climate
RESEARCH FOCUS AREA 2 continued
Development of methods to describe relationships between ecosystem services, climate stressors and management responses
Assessment of macroeconomic impacts of climate change in forest resource management and its implication on
different ecological zones
Integrated analysis and synthesis of lessons learned from adaptation options and macroeconomic impacts
15
RESEARCH FOCUS AREA 2 continued
16
RESEARCH FOCUS AREA 3 Policy and legal framework analysis of climate change adaptation and mitigation on economic efficiency and ecological effectiveness (5)
Analysis of climate change related policies and legal framework in Tanzania
Analysis of linkages between climate change adaptation and mitigation efforts and land
competition
Analysis of various REDD initiatives that are
addressed through markets, private and public
sector management, and civil society
Contin----
Determine how institutional arrangements and governance affect various forest management
regimes (CBFM, Plantations, Private forests, general land forests and forest reserve) in the context of
climate change.
Determine the feasible incentive structures,
monitoring mechanisms, controls, leakages and
additionality to influence policy formulation and
implementation for climate change adaptation and
mitigation
18
Strategic Interventions
Issues to be addressed may include:
Undertake research on community-based projects aimed at alleviating poverty through different approaches to climate change adaptation and mitigation
Research into problems encountered in demonstration projects at community level on biofuels technologies and options to support REDD implementation
Introduce technologies/innovations for increasing carbon sink
19
Strategic Interventions
Introduce alternative energy sources and efficient utilization of biomass aimed at avoiding reduction of carbon sink
Develop, introduce/promote
innovations that will contribute to reducing carbon emissions from productive activities e.g. outside REDD pilot areas
Source: Camco Advisory Services / Tanzania
20
Conduct value chain analysis of farming in Tanzania for
reduction of Green House
Gases (GHG) emission
21
Strategic Interventions examples
Provision for advisory and developmental
services on emerging constraints in
adaptation to climate change by small
producers
22
Capacity Building Focus Areas
23 23
Human Capacity Building
Mainstreaming climate change issues in institutions curricula
Specialised training for 50 MA/MSc and 17 PhD students on climate Change Impacts, Mitigation and Adaptation. Emphasis on Gender
Modules incorporating analytical modelling in climate change
Short courses on climate change for policy makers and trainers
24 24
Human Capacity Building
Training and dissemination workshops for various stakeholders
Enhance special skills in modelling for technicians and scientists
Engage 15 young and 12 senior scholars annually in exchange programmes
Some MA/MSc and PhD students requiring
specialized courses not available will study these in Norwegian Institutions
25 25
Documentation, Promotion and Publicity
The focus activities in this area will be
dissemination and outreach activities in order to achieve the following:
–
Enhanced understanding about climate change and its impacts under REDD initiatives
–
Increased awareness of the risks and opportunities associated with climate variability
–
Enhanced understanding of vulnerability of ecosystems to climate change
–
Adoption of proper strategies for adaptation and
mitigation of the impacts of climate change
26 26
Target Groups
Shall include:
Local communities
NGOs and CBOs
Religious groups
LGAs including EMCs
Extension offices
Policy makers at different levels
Line Ministries and Agencies
27
Implementation
28
Call for proposal/ Concept Note and Review Process
Calls in year 1 and 2 for 3-year research projects
Address some of the three research focus areas
Emphasizing the role of gender in REDD
Emphasis on multidisciplinary approach –
outcome/output oriented
29
Call for proposal/ Concept Note and Review Process
Provide opportunity to accommodate for capacity building
(PhDs and MSc. Degree) with emphasis on gender
Innovative research leading to technology
development relevant to climate change adaptation and mitigation
At least 50% of the research projects should be
related to forestry and forestry related focus areas
30
Review and awarding procedures for research proposals
Review of concept notes and winning full proposals will be judged by an
independent panel of experts in the field
The criteria for review will directly reflect the information requested in the
concept notes/full proposals
31
Concept Notes /Proposals for Strategic Interventions
Should demonstrate:
–
Technological innovations that turns scientific knowledge into products
–
Product development and technological diffusion and applicability to areas outside the immediate target group
–
Output with potential commercial values and quantifiable emissions reductions
–
Interventions that are likely to involve and address the
needs of women and other disadvantaged groups in the
society
