Problem Statement

Limited information on climate change impacts on ecosystem services under REDD initiatives

Inadequate human capacity and infrastructure to support implementation of REDD initiatives

Low awareness on climate change issues in terms of vulnerability and adaptation options

There is no focused and sustained long-term actions with cumulative impacts on climate change

Limited information on better management of forest and other land resources for REDD readiness

.

Justification

To:

Support promotion of REDD initiatives aimed at increased C sequestration as a mitigation and adaptation mechanism to climate change

Contribute to enhancement of a much greener environment as per REDD initiative and better agricultural practices for improved livelihoods .

Build institutional capacities and knowledge on challenges and opportunities of climate change

OBJECTIVES – MAIN OBJECTIVE

To:

Develop and sustain adequacy in national

capacity to participate in climate change initiatives and address the effects and challenges of climate change with particular emphasis to the REDD

initiatives

SPECIFIC OBJECTIVES

1. To determine and develop appropriate climate change

mitigation and adaptation strategies in forestry, other land uses, ecosystems and biodiversity management

2. To assess climate change impacts and vulnerability on ecosystem services and livelihoods under REDD initiatives

3. To conduct policy and legal framework analysis of climate change adaptation and mitigation with emphasis on

economic efficiency, ecological effectiveness and wider political legitimacy

4. To develop and undertake capacity building,

dissemination and strategic interventions for adaptation and mitigation to climate change

Strategic Interventions

Issues to be addressed may include:

Undertake research on community-based projects aimed at alleviating poverty through different approaches to climate change adaptation and mitigation

Research into problems encountered in demonstration projects at community level on biofuels technologies and options to support REDD implementation

Introduce technologies/innovations for increasing carbon sink

Introduce alternative energy sources and efficient utilization of biomass aimed at avoiding reduction of carbon sink

Develop, introduce/promote

innovations that will contribute to reducing carbon emissions from productive activities e.g. outside REDD pilot areas

Training and dissemination workshops for various stakeholders

Enhance special skills in modelling for technicians and scientists

Engage 15 young and 12 senior scholars annually in exchange programmes

Documentation, Promotion and Publicity

The focus activities in this area will be

dissemination and outreach activities in order to achieve the following:

Enhanced understanding about climate change and its impacts under REDD initiatives

Increased awareness of the risks and opportunities associated with climate variability

Enhanced understanding of vulnerability of ecosystems to climate change

Adoption of proper strategies for adaptation and

mitigation of the impacts of climate change

Review and awarding procedures for research proposals

Review of concept notes and winning full proposals will be judged by an

independent panel of experts in the field

The criteria for review will directly reflect the information requested in the

concept notes/full proposals

Technological innovations that turns scientific knowledge into products

Product development and technological diffusion and applicability to areas outside the immediate target group

Output with potential commercial values and quantifiable emissions reductions

needs of women and other disadvantaged groups in the

society

The programme estimated cost is NOK 94 Million over a period of five years

A comprehensive training, research and methodology development programme for climate change

adaptation and mitigation will have been completed

Enabling Tanzania to implement the post-2012 climate

change mitigation and adaptation regimes
