This research will focus on finding factors that affect communication efficiency between vessel traffic service operators (VTSOs) and Ship masters/captain.

From the literature point of view, there were many studies in vessel traffic services (VTS) domain that relating to various technical approaches such as monitoring, tracking vessels. However, few research mentioned communication between VTSOs and Ship operators. (Brodje, Lundh, Jenvald, & Dahlman, 2012).

Method: the study will use trust model that was built by Bonini (2005) in his PhD thesis about air traffic controllers (ATCOs). The model was based on three

components called “self”, “belief” and “control” which were formed based on various quantitative, qualitative methods such as questionnaires, structured- interview, focus group (Bonini, 2005). One of utmost reasons for choosing this model is because both VTS and ATC are similar concept in term of a complex socio-technical system.

Data could be collected through a questionnaire-based survey with ship

masters/captain and VTSOs in Norwegian VTS centers (population) to see which factors they view as importance in communication in VTS operation based on triple-components of trust model.
