FOREWORD

This bibliography is published as part of the 25 year celebrations of the Norwegian Centre for Human Rights (NCHR). It is both with pride and humility that I introduce this survey of publications by NCHR employees and affiliates since its establishment in 1987.

The bibliography documents a comprehensive and academically significant contribution to the development of the human rights discipline in Norway and internationally.

The Centre was established as Institutt for menneskerettigheter - IMR (Norwegian Institute of Human Rights - NIHR) following a Parliamentary resolution in 1986. At the time, questions concerning the Institute’s status and affiliation remained to be determined. But a future affiliation with the

University of Oslo (UiO), after an initial period as a project under The

Norwegian Research Council, was implicit in the parliamentary resolution. As of 1995, IMR became part of the UiO, initially for a five-year period as an

interdisciplinary centre directly under the UiO Board. Further to this, the board decided in 2000 to establish the Institute as a unit within the UiO Faculty of Law. This process was completed two years later. From 2003 the Institute changed its name to the Norwegian Centre for Human Rights (NCHR). This was done, partly to accentuate the Centre as interdisciplinary (both the Humanities and Social Sciences Faculties remained represented in the NCHR Board of Trustees) unlike the other Law Faculty departments, and partly as a result of the Centre’s status, gained in 2001 by Royal Decree, as Norway’s National Institution for Human Rights. (This explains why the Centre, in its name, is described as “Norwegian”).

Presently, the NCHR is fully merged as a department in the Faculty of Law, but additionally with a more general role as the UiO human rights centre, and with national functions as a competence centre for human rights. The NCHR

founders and many of its employees have acted, and still do, as experts and consultants for the Norwegian Ministry of Foreign Affairs, the NORAD and for various human rights agencies within UN and the Council of Europe.

The variety and complexity of the roles that the Centre, its staff and affiliates perform within the human rights field in Norway and internationally, is clearly reflected in this bibliography.

The NCHR head librarian, Kirsten Fuglestved, has compiled this bibliography with professional excellence. This has been a task involving both time

consuming research and quality assurance of bibliographical data, in particular from the first period of the Centre. I feel confident that this bibliography will prove to be an important tool of future reference, both for academic purposes and in more practical human rights work.

Considering the Centre's international profile, and the fact that the substance of its written output is published in English, the bibliography is presented in English.

ABOUT THE BIBLIOGRAPHY

This bibliography offers an overview of the publications produced at the Norwegian Centre for Human Rights (NCHR) during 1987-2012.

The bibliography has been organized chronologically, instead of by author, in order to highlight the changes of focus in human rights publications through the years. The last part of the bibliography consists of an overview of the NCHR institutional series.

Publications

The broad spectre of publications reflects the purpose of NCHR: … to promote the practice of internationally adopted human rights by means of scientific research and assessment, training, counseling/guidance, information and documentation.

The bibliography includes mainly books, chapters in books, journal articles, reports and UN documents. The staff at NCHR has also been active contributors in television, radio and newspapers, but representations in the media have not been included in this bibliography. Lectures at conferences and master theses have also been left out.

Authors

During the past 25 years, there have been changes in the Centre’s

organizational affiliation. NCHR has also been an important venue for guests and researchers from the international community. This has resulted in challenges in establishing a concise list of employees for the period. The Centre’s annual reports have proven to be the best source of information, but do not offer a complete picture. As a result, some authors and/or publications may unintentionally have been omitted.

Some authors have been working at NCHR temporarily while being employed elsewhere. Their publications from that period have been included, even if they may also be attributed to the authors’ home institutions.

Period

The bibliography covers 1987-2012. The work was concluded August 2012, in time for the Centre’s anniversary celebration.
