• Making use of subsurface can enhance the quality of our
lives
• Big cities are growing very fast: increasing use of our subsurface
• But its potential is not unlimited > overlapping spaceclaims

• to prevent conflicting use of the subsurface,
• to avoid costs and delays
• balance interests of all involved
• to benefit from the opportunities the subsurface offers
• to safeguard our subsurface ecosystems
requires integral knowledge of the subsurface and adapt a “holistic approach” to our living environment
• At the same time the physical geography and/or geology can also threaten the cities :
Sea invasions, overflowing rivers, droughts, earth quakes, volcanic eruptions
• Climate change: sea level rise, more intense rainfall,
increased water flow through rivers

• Prepare for disasters, limit their impact
• Make them ready for recovery and further growth
requires integral knowledge of the subsurface and adapt a

1. Have “integral” knowledge of the subsurface,
2. “holistic approach” as “a system”, above and undergound is one system
3. Understanding is not enough: using this knowledge as early as possible in the urban planning and decision making process
But the ground beneath our cities is often poorly recognised…..

Why?
Fragmented knowledge of subsurface
• Different sectors: geohydrology, archaeology, geotechnical etc.
• Various subsurface disciplines not working together, “no integrated model”
• Subsurface is presented in a fragmented, incomprehensible way to urban planners
• Subsurface specialists not pro-actively involved in urban planning
Underground specialists and urban planners speak a different language
• Different departments
• Urban planners not aware of limitations and opportunities of the subsurface,
• For most urban planners the subsurface equals “costs and delays”
• Result: “engineering follows planning” instead of “engineering hand in hand with planning”
Decision makers & Politicians
• Subsurface is a “black box”, “out of sight out of mind”
• Responsibilities for the subsurface layers are divided between various authorities.
