Introduction The poll
This Tabulation Report contains the findings of a national opinion poll implemented from 15 to 21 May 2013 by Information International on behalf of Fafo.
Altogether 900 Lebanese citizens aged 18 and above were successfully interviewed (44 percent women and 56 percent men). The sample was proportional to the size of each governorate (North, South, Nabatieh, Mount Lebanon, Beirut and Bekaa), according to the number of registered voters of each confession in each governorate. The sample was further stratified according to Lebanon’s 26 districts, and the interviews took place in the capital city of each district except in some instances where other villages were also visited to ensure correct confessional representation.
The sampling comprised several stages: first, the sampling of neighborhoods within each area;
second, the random sampling of households within each neighborhood; and third, the random sampling of one adult from each household. No substitution was allowed. Hence, if the selected individual was not found after a re-visit, a non-response was declared. Extra visits were required in nine percent of the cases. Altogether 183 respondents (92 women and 91 men) refused to
participate in the survey, usually citing ‘lack of interest’ or ‘lack of time’ as the reasons. An additional 56 visits were unsuccessful. Of those, 11 households were non-Lebanese, 12 households were ineligible for other reasons (principally households with members under 18 or with very old people incapable of answering the questions adequately), and in 33 cases the selected dwelling or building structure was vacant. Thus, a total number of 1,139 visits were necessary to reach the target of 900 interviews, which implies a completion rate of 79 percent.
Note that sometimes the poll asked about Syrians and other times about Syrian refugees. The latter term was explained to the respondents as ‘Syrians who have arrived in Lebanon since 15 March 2011’. Both terms are used in the Tabulation Report.
All tables provide results in percent, and also show the number of respondents for each value on the
background variables (in the far right column under the heading ‘Sample size’). When the total
number of respondents is below 900, it implies that some people have refused to answer the
question or more often that they said “I don’t know”. In some tables the latter answer is included as
it carries meaning.
Key findings
Fear of sectarian conflict and civil war
52% of the respondents believe that Syrian refugees are posing a threat to national security and stability. In the North, 80% of the respondents to a great extent agree with the statement, 7% agree to some extent, 9% a little and only 4% disagree with the statement.
71% of the national sample said it is very likely (32%) or somewhat likely (39%) that serious violent conflict will break out between sectarian groups in Lebanon within the coming 12 months.
53% of younger respondents aged 18-24 assert that violent conflict is very likely to erupt. The same percentage of the Sunni population believes so, in contrast to only 19% of the Shiites. The
percentage is also high in the North, where 59% of the respondents answer that it is very likely that violent conflict between the sects will break out within a year.
Two in three respondents (67%) fear that the conflict in Syria can lead to a new civil war. The fear is higher in the North (78%) and the Bekaa (77%) than elsewhere, and higher among the young (78%) than among other age groups. 81% of the Sunnis fear that the Syrian conflict will result in civil war as compared with 57% of the Shiites.
Syrians are taking our jobs
A solid majority of the national sample believes that the Syrian refugees are taking jobs from the Lebanese (82% and 16% to a great or some extent, respectively, agree to the statement) and causing wages to fall (75% and 21% agree to a great or some extent). In the North, 91 percent of respondents agree to both statements to a great extent.
An additional indication on the perceived negative impact that Syrian refugees have on the country’s economy is the fact that 90 percent agree that ‘the Syrian crisis is hurting Lebanese commerce and businesses because Syrian goods are now offered at lower prices than before’. Furthermore, few people believe Syrian refugees ‘are contributing to the overall economy’ (2% to a great extent and 12% to some extent).
On the other hand, 13% of the respondents live in households receiving cash income from renting out accommodation to Syrian refugees.
Syrian refugees are supported financially to an unfair degree
About half the sample believes that the Syrians refugees receive economic assistance to an unfair degree: 35% to a great extent agree to this, 28% agree to some extent, 16% agree a little and only 5%
disagree (16% had no opinion).
In the North, 74% to a great extent agree to this fact, whereas about half of the Sunni respondents and 42% in the age group 18-24 share this sentiment.
Syrians should not be close neighbors
Many Lebanese do not trust Syrians and prefer to keep them at some distance.
2 in 5 respondents think some Syrians can be trusted, 1 in 5 trust only a few while 2 in 5 respondents
think you have to watch out for Syrians.
61% are not comfortable with the presence of Syrians living as close neighbors. The percentage is particularly high in the 18-24 year age group where 80% are uncomfortable with the presence of Syrians residing in the vicinity of their homes. It is also high amongst Maronite respondents (78%). In the poorest income group as many as 86% claim not being comfortable with Syrians living nearby.
People in Nabatieh are more comfortable with Syrians as neighbors (71%) than people elsewhere.
Two in three respondents (67%) are uncomfortable sharing a meal with Syrians. The number is highest in the age group 18-24 (81%) and amongst people in the North (80%).
82% of the respondents would feel uncomfortable with a Syrian marrying a family member, but a higher share of people feel comfortable with Syrians in other settings: 7 in 10 are comfortable going to the same religious place and one-half say they are or would be comfortable working with Syrians.
The UN should establish refugee camps for Syrians
As a potential solution to the pressure caused by the refugee influx, more than two thirds (70%) expressed a wish that the UN establish camps for Syrian refugees.
A lower share (51%) thinks that the Lebanese Government should establish such refugee camps.
95% believe that the international community should carry the economic cost of housing the refugees.
The border with Syria should be more policed
An overwhelming majority of the national sample (98 percent) said that the border with Syria should be more policed.
54% of the respondents agreed that “Lebanon should not receive more Syrian refugees”. The highest number is found in the North and Mount Lebanon (76% and 63%, respectively).
89% of the respondents disagree with the statement that ‘All Syrians should be able to enter Lebanon freely’. At the same time only 31% agree with the statement that ‘Lebanon should close its border with Syria’.
Low trust in the central government, high trust in the Lebanese Armed Forces The Lebanese respondents had overall low confidence in the central government.
49% of the Sunnis surveyed had ‘no confidence at all’ in the central government, as did 53% of residents in the North and 63% in Beirut. In contrast, the Lebanese Armed Forces enjoyed a great deal of confidence in all regions (with Nabatieh being remarkably high at 92%) and in most sects, where above 80% expressed trust in the Armed Forces.
Over 90% of respondents think the Syrian conflict has had a negative impact on the Lebanese
government’s capacity to protect Lebanese citizens and to govern. Moreover, 72% feel that the
Syrian crisis has reduced the Government’s capacity to provide services.
